Completing the three steps above have allowed other individuals to recover and install successfully R. For Adobe applications it often leads to the type of behavior you have been experiencing. In the future you will want to avoid migrating/copying applications from one computer to another. This is why only Creative Suite 4 and later have workarounds listed at Installing Creative Suite on macOS 10.12 (Sierra).
When I tested I was able to get the Creative Suite 3 installer to launch successfully.
